In kintone, there are several features available to restrict app creation:
○Permissions in kintone Administration
In the kintone Administration under "Permissions" > "Permission management", you can uncheck "Create apps" under "Permissions" for specific "Users/Groups/Departments" to restrict them from creating apps.

- Users & System Administrators will have all permissions regardless of this setting.
- If "Create apps" is not permitted in the kintone Administration access permissions, even if the app creation is allowed in the settings mentioned later, those users will not be able to create apps.
- Permissions are applied in the order of the rows from the top.
○Permissions for App Groups
In the kintone Administration under "Permissions" > "App groups", you can uncheck "Create apps" under "Permissions" for specific "Users/Groups/Departments" to restrict them from creating apps within the selected app group.

- The app group for apps belonging to spaces will be set to Public.
What Is a Space?
○Setting to Allow Creating Apps That Do Not Belong to Any Space
In the kintone Administration under "Feature activation", you can uncheck "Allow users to create apps that do not belong to any space" under "Spaces and People" to restrict the creation of apps that do not belong to any space.

Note
- Unchecking "Allow users to create apps that do not belong to any space" will prevent the creation of apps from the portal or app management screen.
○Setting to Limit App Creation to Space Administrators
In each space, you can restrict app creation to space administrators only by checking "Only allow space administrators to create apps" under "Options" icon > "Space settings" in the top right of the space screen.
